BIZ took part in the meeting of the Federation Council
On June 9, under the chairmanship of Eduard Vladimirovich Isakov, a member of the Federation Council Committee on Economic Policy, at the Federation Council "Round Table" on the topic "On measures for import substitution of basic materials in the production processes of the electronic and radioelectronic industry", Igor Olegovich Kolokolov, General Director of the Bobrovsky Insulation Plant (hereinafter – BIZ), made a report. The report covered issues and proposals related to measures to support small and medium-sized businesses in the execution of the state defense order on the example of BIZ.
Bobrovsky Insulation Plant is one of the manufacturers of basic domestic materials and prepregs for the production of printed circuit boards. According to its indicators, the company belongs to SMEs, in 2021 revenue amounted to just over 619 million, employs up to 100 people. In the structure of orders, more than 60% of the payment for orders goes through the OBS, i.e. it is a state defense order. Our experience suggests that, basically, the legislation on the State Budget is aimed at the capabilities of enterprises with significant financial and organizational resources, and this is objective. SMEs do not have this resource, we cannot afford it. In this case, we can use the money for the OBS extremely limited. Hence our plans are being built: For SMEs to increase the limit of funds available for use with OBS from 3 to 5 million per month. To give SMEs shipping products paid by the contractor with the OBS within 3 million, the opportunity not to keep separate records. Increase the profitability threshold for SMEs to 30%.
